J U D G M E N T

1. THE VICE PRESIDENT: The issue in this appeal is the extent of the rule of specialty which is preserved by the Extradition Act 2003 in relation to inward extraditions from category 1, that is to say European Union territories. What is in question principally is the construction of section 146(3)(b) of the 2003 Act.
